I have used a Blue Note brand tuba strap with success. It has straps that wrap around the tubing and then clip to the main strap, so you don't need rings. This does put all the weight on one shoulder, so you probably don't want to do this with a BAT. Another option is a tuba harness that I think was made by Meinl Weston. I remember seeing a picture of one, but haven't actually used it. It looks like a drum harness, in that it hangs over both shoulders and the tuba hooks to the front. This looks like a good idea because it distributes the weight, but it also looks like it adds some weight.
