When a job has an ad that says "pending local auditions" this is a clue that the orchestra is a regional orchestra and that the role of that orchestra is to not only provide a region of a state with a strong artistic outlet, but also to make an attempt at cultivating a strong relationship with local musicians. It isn't usually done to screw people over, but to serve the mission statement of the orchestra.
