There are some "cadillac" level summer orchestral festivals including Music Academy of the West, the National Repertory Orchestra, and a few others. These are by tape or live audition. You need to be a dynamite player and it doesn't hurt for your teacher to be "connected".
Aspen has a college level program, and I believe that Interlochen now has a "staff" orchestra and lessons available for "staff", so some of the h.s. level programs are accomodating to college level players, too.
