Berlioz did not write the bell part for pianos. I'm guessing that the reason Gardiner went with dubbed-in bells, is that most bell sets (certainly, those stupid tubular chimes) are an octave too high. Berlioz specifies a low octave. Gardner may simply have relied on technology to provide what Berlioz does, in fact, ask for.
