As far as I know, there is no database for serial numbers for cerveny tubas. but here are some suggestions.
1. post a picture of the bell engraving for all to see. The interesting thing about your horn is that is says both cerveny AND sanders. I have not seen that before.
2. tell people that the horn was originally set up with s-type linkage. Linkage style can be a good factor in helping to determine the age of a horn.
3. Post the serial number, with the last 3 numbers x'ed out. for example, 15xxx. Maybe there is somebody out in tubenet land that has a cerveny that they know the age of, and comparing serial numbers might give you a ballpark figure.
