If one thinks that all German F tubas have response problems down low, or intonational quirks, you just haven't tried some of the most recent offerings by these companies. To make a blanket statement about response would be like saying that all Fords have a tendency to overheat because their flathead V-8's of 50 years ago did. In the last 3 months I've tried several F tubas, and played the new model 4/4 and 5/4 F tubas by Rudolf Meinl at the factory. In my experience, they are as easy to play as any CC tuba made. Of course, I've played F for some years, and use a traditional German F tuba mouthpiece. Using an appropriate mouthpiece is very important to make them play right.
