Here's a great resource on the various valve types. To answer your questions:

1. Don't know about "efficient"--if you're talking about the length of the stroke, then no, it's no more efficient than plain old perinet piston valves. The valve still has to move slightly more than the diameter of the tubing. OTOH, short-stroke valves using ovalized tubing can move quite a bit less than that distance.

2. I suspect that the friction of the vienna valve setup is almost twice that of the comparable perinet valve. And the combined mass would probably be considerably more than the perinet also.

3. I've heard that horn players accustomed to standard rotary valves find the Vienna horns quite stuffy.

4. I don't see why you couldn't put as many valves as you wanted on a horn.

I don't think the author of the paper cited below is correct in his assessment that the primary drawback of the Vienna valve is the mandatory right-angle turn of the airstream, since standard rotary valves demand the same thing.
