mmmkay. I think you're talking about the Bb three spaces below the staff. That's not "pedal Bb." So starting from there, the fingerings (for a 4-valve BBb tuba) are:
Bb-open, A-2, Ab(G#)-1, G-12, F#-23, F-4, E-24, Eb-124, D-234, Db-134, C-12, B-23, pedal Bb-0, pedal A-2, etc. Low C and B are weird, because they're off this flat, funky little fake Eb overtone. They're called false tones or ghost tones or probably a lot of other names. You'll have to mess with it to figure it out, but have fun. BTW, I know the math doesn't quite work for the Eb, D, and Db, but with those valve combinations it's so sharp that you have to finger it that way to get it in the neighborhood of in tune.
