Generally the grace notes, when specified as 2 sixteenths, should be played starting on the beat and played as 2 sixteenths, ala Mozart. However, that being said, since you are in Georgia (and I'm not), you should get your band director to e-mail the question for you. You could also, probably, get the e-mail address of college profs in Georgia off the college web sites. (The usual route to a person's e-mail address is this: college main page - Academics - School or Department of Music or Fine Arts - Faculty - Brass - instrument you're looking for - the email address at the bottom of the short bio.
