I like Joe's idea of Sensemaya. In fact, Revueltas has written many interesting pieces that would be ripe for transcription. Most of his work was chamber oriented anyway.

The works of Marquez and Piazzola are places I'd start if I were you. Both have written some very interesting dance music. In particular, we are playing Marquez's Danzon in the FPO right now and it is a pretty interesting piece. Of course, none of this music (that I know of) is originally for tuba but the transcription guidelines of the competition pretty much assure that anything done for tuba will qualify.
