Try looking for an amatuer group to play bass bone in. If in college try to play in bass bone in one of the school ensembles. If an Adult there may be a community band glad to have you.
If you don't have anyone to play with, you could record material on the tuba and play along with it on the bass bone. start with unison or octaves, progress to duets.

It's hard to find a double trigger horn for less than a thousand dollars. I have an old Holton I could sell in this price range, but a double trigger Bach, Edwards, or Yamaha will probably cost a lot more. For a mouthpiece start with a Schilke 60. A lot of tuba players have good luck with this mouthpiece, even if you later find a different one you like better.
