I figured it out! I've been playing exclusively on my CC tuba for the last few months, and one of the notes I "developed" to play well was the G below the staff. Same position in the harmonic series as the ill-fated C on rotary F tubas. So I got out my F tuba this morning, applied the same technique I would use for the low G on the CC tuba...and, as they say, Voila!! Low C; I can play it loud, soft, whatever. It doesn't sound any better than my low G on the C, but it sounds as good. I'm happy.
For this note...what I did on the CC tuba, which may or may not be "correct" but it works: pull bell towards me, extend lower lip a LOT, scoot mouthpiece towards chin, open mouth...and blow. Nice low G. Also...nice low C on my F. Just like that.
