How does he say to hold your lips? For the high range, generally you will curl your lower lip in towards your teeth. No, you will not necessarily get a buzz that way...but you should be able to start with just blowing air, and progressively curl your lower lip in until you get a pitch. Really. It doesn't even take a lot of strenth; it's technique, not strength.
