I was easily able to buy the 22mm rotor, tubing and bows from Hirsbrunner (I think that was the size, it's been a long time). I didn't say it was cheap, though. They are also available elsewhere. Performance of the instrument is much more critical to the player than ease of part acquisition.

On the Holton CC, there is really no room to place a rotor between the valve set and the tuning slide. You are almost forced to put the valve after the main tuning slide (just before the big tapers start) or in the leadpipe.

I believe the Holton that Warren Deck won the NY audition on had the 5th valve placed IN the fourth valve slide, so it was dependent on 4th being used. THAT scares me. Seemed to work very well for him, wouldn't you say?
