Joe is probably right about the valves needing to be broken in but I'll suggest something else you might check into. Are the valve oil and slide grease you use on the horn chemically compatible? I discovered with a recently purchased piston valve tuba that this makes a big difference. For instance, if you are using a synthetic valve oil and a petroleum slide grease, the combination of the two can produce a gummy residue that will slow your valves down. I switched my piston tuba to a matched set of oils and greases (Hetman) and the problems I was having with the valves disappeared. Check into it and make sure that you are using compatible lubricants.
