Yes, the vital capacity of an average female is lower than their male counterpart which can be a serious problem on an instrument that can require a flow rate up to 140 liters a minute. The average capacity for a male is around 5-6 liters, a female, 4-5 liters. There are exceptions, we all know of a tubist who played in the Chicago Symphony with a capcity around 3.5 liters at times - it can be done!
