Ike,

1/ Unscrew the center screw.
2/ Use a thin flat-bladed screwdriver as a lever to (carefully, please) pry the stop arm off of the rotor stem...Pry under the center of the stop arm next to the rotor stem, and use the cork plate as a fulcrum.
3/ Unscrew the large rotor cap on the back.
4/ Using a rawhide mallet or a piece of wood and a tack hammer, tap straight down on the valve stem. (BEFORE you do this, put your hand behind the valve to catch the bearing plate.
5/ By now, either you've torn everything up or you've got the rotor and bearing plate in your hand.
