Here's my take on it and what I do in my everyday practices....I like to do a bit of it all. The best way to describe playing the euphonium or tuba or any brass instrument for that matter is have a free, non-restricted wave of air going through the instrument effortlessly and relaxed, yet powerful. Too much "vibration" of the lips can restrict this effect. The feeling of playing should feel as relaxed and comfortable as possible. It's the air stream that matters, not so much the lip vibration. I do, however, mouthpiece buzz and buzz without the mouthpiece. It builds muscles around the embochure that will strengthen your "chops" and power to sustain large powerful amounts of air.
