Check the Solder joints all over the tuba, and if there are any crushed area's (GASP.. not on a school horn)where some of the tubing mightbe touching one another, that might be it.
I used to have a Besson horn that was a high school rescue. Had the same problem, resoldered, and then put rubber bands in-between the tubing to space the brass apart.
