It may be a little off on a tangent, but the Besson 981 Eb is kinda' the same but in Eb. 19" bell .689 bore. Big sound, very versitile. Top action, just like you like! Yes, it may be a new set of fingerings if you have only played BBb, but they are same in kin. Other than that, I don't know of any manufacturer making a BIG BBb top action ony more. Side action has won a tremendous amount of possibility because of the orchestral influence on the design of tubas.
