It matters not, but to be technical for anyone wanting to know:

As I understand it-

8ve = Octave
8va = Octave Alto (up an Octave)
8vb = Octave Basso (down an Octave)

If a part reads 'Con 8vb' or '+8vb' then a part is to be played in Octaves and you don't wanna be dropping Octaves if you're by yourself...!

If the addition of Octaves adds (desired) color to a chord or even (gasp!) a passage and is agreed to by the conductor and section, great I say.
If it sounds good, do it :)

Habitually 'Pedalling' everything does sound bad and clearly shows a lack of taste. I suspect that was what the original post referred to...
