A few years ago I played a BBb York belonging to our community band with exactly the same problem. Wasn't a leak in the tubing, and I flushed the horn out so it wasn't gunk or stuff in either the valve or the slide piping. May have been a valve leak, but the valves acutally looked like they were in pretty good shape. My solution was to buy my own horn.
