I suppose the prescription depends on the symptoms, but here is a general list of books. Not sure of the spelling on some of them though.

Phil Snedeccor - Low Etudes for Tuba
Blazhevich - Etude books I and II
Rochut/Bordogni - Books I-III
Kopprasch - Etudes
Arbans Practical Method - Trumpet edition or possibly Tuba version
Schlossberg - originally for trumpet, look for the trombone edition

That should be enough music to last for several years. There are a many others to choose from, especially when you look into the libraries of horn, trumpet, and cello players.
