Sounds to me like it's a vented valve, which is generally a good thing. The idea is that you can pull or push that valve slide as needed for intonation while the hole relieves air pressure from the movement. If it's doing its job, you should be able to pull the slide straight out without experiencing a "thoomp"-type sound.
Simply put, it allows you to move the slide in & out while playing and not having a pressure-induced pop kick back to your lips.
Does that sound right?
