Were you upgrading from one NEW horn to another? If you are 21 and have $25,000 to spend on horns, you are either a) blessed with parents who are willing and able to help you A LOT or b) an unusually hard working young adult who is to be congratulated, or c) a crack dealer (just kidding). For most of us, buying a tuba now and trading up later means buying a USED tuba now. I'm forty-ish, have owned at least 12 horns in my life, and never bought even ONE new (and never lost a nickle selling any of them). When you buy a tuba USED you should be able to sell it for as much or more than you paid. If you lost a thou on a horn you bought used, and didn't damage it in some way, then I would suspect you got taken on either the buying or selling end. This is just another thing grownups have to watch out for.
