While the specific mechanics of breathing do not guarantee a good sound, incorrect breathing can quickly deteriorate sound an inhibit musical expression. If someone is breathing in a tense way, you can hear it in what comes out of the bell. If someone is not taking full breaths, they cannot complete a musical phrase without interrupting it to take a breath. So while breathing like Jacobs will not make you sound like him, NOT breathing like him (or some other effective manner) will absolutely prevent you from approaching mastery of an instrument like the tuba.
