I've played these pieces on several occasions. As far as I can tell, that's how the publishing company sends them. I guess the band director/librarian could order the piece without the parts, but I wouldn't be surprised if it cost the same.
However, a bass clef non transposed part is usually included in the set. I can't imagine a large pub. co. not taking account of international practice.
