When you've got four tubas, it's time for organization. Who's been selected as the section leader? Who calls the shots when the score says "1 only"? That person should be addressing the sound problems of the section.
Otherwise, perhaps you can tactfully suggest to Mr. Fortissimo that his big sound is mightily valued, but there's just too much tuba for the pp sections and would he mind sitting out on those--and then do it yourself to set an example. No fault, no shame.
