What you describe is a strong-arm tactic to put more bodies on the field. It's pandering for support funding, and I suggest readers look up that word "pander" to see what I'm sayin' here. Forcing instrumentalists to march was done at my high school, and at my college - at SJSU all instrumental music majors were required to march as well (!) You are right, it sucks, and IMO those who'd defend such a practice today deserve as listeners to suffer through mediocre performances, and PAY big ticket prices for the "privledge" to do so.
