It depends on the instrument, but most tubas these days provide a flat whole step. It's designed to tune the low F with 4-5 on a CC tuba. The F is flat with 1-2-4, and sharp with 1-4. You only use it from that note on down, except that it comes in handy for alternate fingerings to solve tuning problems or to facilitate a trill.
