Music stores that rent instruments to beginning band programs often have a larger company above them that actually supplies the instruments (NEMC is one of those companies). You can rent to own tubas through this company and the last time I checked, they could get some pretty good instruments.
However, I have never tried to get a tuba this way. I could be wrong......
