Here are some decent pieces that I recently played in my high school concert band that, IMO, had good tuba parts:
First Suite in Eb - Holst
Flight of Years - Patrick Burns
Anything by Robert W. Smith if he's your thing; most pieces have both good lyrical and rhythmic parts for developing players.
Jupiter - Holst
The Lonely Beach - Barnes (exposed solo!)
Russian Easter Overture - Rimsky-Korsakov
