When oiling in itself improves the precision of attacking notes, then it might be because, the valves in themselves are less than tight.
If tightening the springs on a rotor instrument improves its playability, then because the slack springs have not been strong enough to pull the rotor back in perfect alignment. Another side of that problem would be badly adjusted rotor bumpers.
