The costs of "production techniques for most consumer items" is amortized against millions of units, whereas the cost of production techniques of tubas is very high against a very small output of tubas. It takes a tremendous amount of time to design, manufacture parts, and assemble a tuba, and the machinery and skilled labor isn't cheap. If there was a market for millions of tubas every year, that might change, but I don't think it would be in anyone's best interest.
