Hmm...thanks for your respnose. What does VAT stand for? Would I get the refund in the country I buy the horn at? I wouldn't be buying a horn in Russia, as far as I know. It would undoubtedly be cheaper in the rest of Europe (or it seems to me). Besides, I don't know how much help the American Embassy in Moscow would be...don't forget that Moscow is in Russia! ;-)
