I was recently hipped to the Meinl Weston Tuba Harness in the Brasswind catalog for about $70. Haven't gotten mine yet (actually, the money order is sitting in a stamped envelope on the shelf, and I usually remember it about an hour after I leave my apartment...), but it looks quite stable - anchors the horn in four different places, and seems like a good price for what you seem to get.
