from what I can gather, the Mel Culbertson "Neptune" is the rotary valve model, the PT-7P is the piston valve model. According to the VMI website, there is no PT-7 rotary model, and there is no "Neptune" piston model. Most people would consider the Neptune to be the same as the PT-7, but according to VMI, they're not.
