Sy Brandon's Holiday Etudes goes through the year with programatic pieces for the holidays, uses lots of keys and rhythmic styles
Frank Seikman has an "elementary "etude book out too. these guys write this "elementary" stuff but you ain't going to find too many elementary kids playing them.
These books are available through TUBA Press or whatever it is called now (ITEA Press?)
"First Solos for the Tuba Player" by Wekselblatt has some neat tuba duets in the back too that would work well.
