The English tuba of choice prior to the EEb was a small piston F.

The change was made to the EEb because companies stopped wanting to make the F (low to no volume) and the newer tuba players came from the brass band genre and had learned on EEb.
Probably more of the latter.

Fletcher was an amazing player, but i do not believe he was not responsible for the change from F to EEb.
