Oh, yes, you are correct that nobody was demanding a Japanese member of the VPO. But when Mr. Sugiyama was selected, there was surprise, and that surprise was based on the expectation that the racism exists. Had there been no desire for non-whites to get into the VPO, there would not have been surprise, and his Japanese ancestry would not have been the big feature of the story.

Mind you, I'm not saying that racism does or doesn't exist at the VPO, past or present. I'm just pointing out some inconsistencies in the argument that it must be racist because it has been exclusionary, and by extension that all who are exclusionary are racist (unless they are in a protected group).
