I had a similar experience with my Yamaha F tuba. When the valves are lapped in at the factory, they use a pumice based oil. The pumice is small enough to become lodged in the pores of the metal and it takes several, thorough cleanings to get it out. I had to bathe my horn in a bathtub filled with warm water and Dwan diswashing detergent 3 tmies before it finally freed up. On my Yorkbrunner, I had a similar problem and it turned out that there was a build-up on the valves. I used some mild silver polish on them and ever since they've been great.

You might want to try polishing the valves - it might be what you need since you've already cleaned it a few times.
