These arrangements were probably done by a music company and not John Williams himself.
Companies will arrange popular tunes for almost every instrument. These tunes are then put into books such as the Star Wars one. The sad part is, they never seem to go any lower that trombone. I have always felt they are cheating tuba players out of the opportunity to play music they like. This especially goes for beggining tuba players that don't know how to take every thing down an octave. Hope this answers your quesion.
