As mentioned in previous posts, you can't compare a brass band with an orchestra. In an orchestra, there may be only 1 tuba, but a bulk of the bass end is provided by the double basses. Plus the contrabassoon, bass clarinet, bass trombone lend a fair hand as well.

Final point, Summit Brass, have a maximum of about 17 players (plus perc.) on stage (correct me if I'm wrong!). I bet you there are times when Mr. Perantoni and Mr. Porkorny say to each other "Damn! I wish there were another tubist here to help out!"
