Sounds more like one of the the really old tubas made in Germany/Prussia in the mid-1800's. The first patented tuba was of this type (Weiprecht, 1835 springs to mind). I've only seen a few like it - one in the musical instrument museum in Vienna, and another that Steve Johns had on trial from Dillon about 7 years ago. The originals were F's, but the Dillon horn was in Eb and was made by Cervany.

If you can find Clifford Bevan's excellant (and long out of print) book "The Tuba Family" it goes over this in great detail.
