The dizziness is actually not caused by an excess of oxygen, but a deficit of carbon dioxide (the condition is called hypocapnia). You can breath pure oxygen at atmospheric pressure and not have the dizzy, tingling feeling, but if you blow off the CO2, you get dizzy. Breathing from a paper bag (or a tuba) is a way to collect some of the CO2 and get it back into your lungs.
