My wife, the physician, agrees with John. The lack of CO2 in the bloodstream is what causes the dizzyness and the tingling is a direct symptom as well. The tingling sensations are called paresthesias. She said that rebreathing exhaled air might slow the process but she thinks it wouldn't be very effective because you'll also be inhalating a significant amount of room air. She says that if you do this long enough (hypocapnia), eventually your fingers will tingle. She also says that over time, you can learn to breath in such a way as to avoid hypocapnia.
