Here are my picks and I tried to organize them for easier research purposes.

British School: Ralph Vaughan-Williams, Percy Grainger(Australian but used mainly British material), Gordon Jacobs, Gustav Holst, Edward Gregson and Philip Sparke.

New York School: Vincent Persichetti, Peter Mennin, V. Giannini(sp?) Morton Gould, Walter Piston and William Schuman.

Eastman: Howard Hanson, Warren Benson, Francis McBeth, Fisher Tull, ALex Hovhaness, Joseph Wilcox Jenkins and Joseph Schwantner.

Mainland Europe: Milhaud, De Meij, Van Roost(sp?) and Hindemith.

Marches: Henry Filmore, Karl King, John Philip Sousa, Fucik and Lamont Downs.

Contemporary: Robert Smith, Claude T. Smith, David Gillingham, Frank Ticheli, Stephen Melillo, Donald Erb, Dana Wilson, Andrew Boysen, Donald Grantham and James Barnes.

Arrangers/Editors: Fredrick Fennell, Donald Hunsberger, Hugh Stuart, Larry Daehn, William Latham and Clare Grundman.

Hope this helps. Also I just got a thesis from inter-library loan written at NYU in the early 80s that examines the use of tuba in band pieces.
