This statement is somewhat true in that on a 3 valve tuba manufactures often compensate for poor intonation. Knowing that 1+3 and 1+2+3 are sharp they lengthen the slides some to compensate. On a 4 valve horn they do not need to lengthen the other 3 valves for compensating. Therefore notes using just one or two valves are more exact. However the 1+3 and 1+2+3 combinations are even sharper on a 4 valve horn then on a 3 valve.
