It's got to be difficult for the conductor to remember just which role the tuba is playing at any particular time. If they do remember, they still have to decide whether to include it in the next repetition.

More often, in rehearsal, conductors should choose the instruments in a repetition based on their part, not the instrument name. Many times, it's as simple as asking for "all the instruments at measure 74 who start with a half note," or something like that.
