Here is what I do: it may not be terribly sophisticated, but it works.
1. Write out Good King Wenceslas in all keys that you want to be able to play in.
2. Learn to read all of these, in any order. Sight read only; don't "learn" them.

When you have done that....you should know your fingerings in bass clef well enough to read typical tuba parts with ease.
